I created and am the primary author of Sell to Public Sector. I am seasoned 8-year public procurement professional. Working primarily for the Ontario Government since 2006, I moved to Health Care related buying in 2012. In 2015, I started Sell To Public Sector as a full-time freelance bid manager.
I’m big into politics which lead to my “hobby” – http://citycampaigner.ca/ Success here drove me in the direction of government business development. Now I help companies do business with politicians and bureaucrats.
I started in the entrepreneurship world by way of the retail food industry. I love eating out and used to work in bars/restaurants as a teenager, so naturally I thought I could do it myself. My brothers and I started with an after-hours chip truck, serving the party-goers of Barrie until we moved on to the ice cream business. We still own and operate the successful ice cream concession Scoops & Cones. Who doesn’t love ice cream?
I started helping companies bidding on public sector tenders for two main reasons. The first was just being asked. Over and over again, people I knew in the business community wanted help on their own projects. I turned down a lot of work at first due to conflicts of interest working for the Ontario Government. When I left the Ontario Public Service in 2012 I waited a year (Accountability Act Law) and then I started assisting businesses selling to the public sector. I do not have any ninja strategies but I do know what it takes to win.
The second reason I knew I wanted to help those selling to government bidders was an “ah hah” moment during a debriefing session. I was administrating a huge IT procurement in the range of 20 Million dollars. I played a small role on a procurement team of about 10 people that included hired consultants and Ministry Senior Leadership. Only three companies were prequalified for the final stage: two well known international companies and one up and coming competitor. In the end, one of the big companies won, but the up and coming competitor was close.
During the two hour debriefing, one of the senior staff members from the Ministry said to the up and comer, something along the lines of, “you were so close and we would love to give you the chance. However, you stumbled through the process and you should consider hiring someone who knows the public procurement process to improve.” The response from the company’s representative really hit me. He said, “we thought we did.” The company had brought on a procurement consultant but they still missed some obvious requested responses. I felt horrible for these guys. That’s when I thought – I want to be on that side of the table and help good companies, like this one, with the best products and services, win much deserved contracts.
The same companies are winning government contracts over and over because they understand the process and evaluation criteria. The actual process is open and fair but you need to know what you’re doing and remember the learning curve can be discouraging. That’s where I see my value. Helping good companies learn how to sell to the public sector.
